Phantom Ranger's ship flew to Earth and landed in the woods beside the soccer field in Angel Grove in which Justin, the Blue Turbo Ranger, and his friend were playing. Later when Divatox's henchmen, Rygog and Elgar, were trying to rob the Angle Grove Bank a translucent Phantom Ranger appeared and put a stop to their plan. The Turbo Power Ranger quickly arrived at the attempted crime seen and were very confused. Eyewitnesses explained to the rangers what had happened calling the unknown hero, invisible but sometimes visible and phantomlike. T.J., the Red Turbo Ranger, was the first one to use the term "Phantom Ranger". When Divatox's Villains later attacked the Angle Grove Gold Mine the Phantom Ranger again was the first one to the scene, arriving just moments before the Turbo Rangers. The Turbo Rangers along with the help of the Phantom Ranger foiled Divatox's plan to rob the gold mine of its precious metals. After the battle the Phantom Ranger disappeared, so the Turbo Rangers split up to look for him. Cassie, the Pink Ranger, saw the Phantom Ranger's reflection in a trucks side-view mirror. When she asked him who he was and where he was from the Phantom Ranger told her that he was a friend, he them turned around and disappeared. When General Havoc captured the Turbo Zords the Phantom Ranger gave them the powerful Rescue Zords, which resemble rescue and construction vehicles (a fire truck, a police car, a dump truck, a tractor, and an ambulance). The Rescue Zords were transported via Artillatron, the Phantom Rangers Zord. When Eltar, the Phantom Ranger's home planet, was under attack from evil Forces he left Earth to go help. He Later aided the Space Rangers by giving them the Delta Megazord. After Dark Specter had told Astronema to summon all of his evil forces to finally take over the universe, the Machine Empire's forces fought Phantom Ranger and Blue Senturion on the Phantom Ranger's home planet. Hours later, as Ecliptor's hologram in the sky explained that Dark Specter had been destroyed and Astronema was now their supreme ruler, the villains had Phantom Ranger and Blue Senturion restrained. When the energy wave from Zordon's destruction turned all of the Machine Empire and its army into piles of sand, Phantom Ranger and Blue Senturion got up and looked around with amazement, seeing the piles of sand all around them. That was the last time the Phantom Ranger was ever seen and his identity was never revealed.
